Comments: Comment: Today's inspection did indicate the operator has made a concerted effort to clean facility surfaces and set up a routine cleaning regiment. Also, all the nonfood service related items that were present in the food prep area that impede cleaning, were gone. Lighting fixtures were also repaired and utilized. I am sure the improved condition will be observed in next years inspection.

Comments: Comment: There was no ice available to calibrate and verify accuracy of food probe thermometer. Operator's thermometer was comparable to inspector's when checked in solution. Inspection occured with operator's son Matt present. It did appear that there had been some cleaning and removal of unneccessary articles from food service facility since the last inspection. Much of the food prep surfaces and walls, floor and ceiling throughout facility are not smooth, sealed and easily cleanable. There are multiple lighting fixtures set up throughout both front and back prep rooms but, many of them are not functional. Lighting in food prep areas should be 30 foot candles. Lighting where food is stored should be 20 foot candles. Also, there are still articles present in kitchen and back prep room that are not used to prepare food or maintain the facility. The presence of these items hinders easy cleaning. The Permit will not be issued to the future operator until surfaces of the food service facility have finished construction and there is proper lighting.

Comments: Comment: It was apparent during the inspection that the sanitary condition of this food service has not improved at all since the 7/25/17 inspection. The Operator did clean the stainless steel wall over the three bay sink. However, other than that, it appears there has been very little effort made to clean facility on a routine basis and comply with the NYS Subpart 14-1 Sanitary Code requirements. Facility was initially inspected last year on 4/19/17 as result of a complaint filed with the Health Department about the filth observed in the facility by a customer. Facility was then reinspected on 5/23/17 and again on 7/25/17. During each of those inspections there was no food being prepared. Sanitation violations were the only issues cited. Operator was made aware of the sanitary issues and the need for cleaning, with very little effort made for improvement.

Comments: Comment: Re-inspection was the result of a marginally satisfactory re-inspection (Grade "C") that was conducted on May 23, 2017. Some items were addressed since the last inspection. New bulbs and lighting sheilds were installed in the front kitchen. Much of the clutter that was found throughout the facility was removed. New tile counter top was placed over inactive prep cooler where food prep occurs. However, routine cleaning is still not happening. At least the degree of cleaning required to be compliant with the Sanitary Code. Operator must develop and implement a routine cleaning regiment to be in compliance with Subpart 14-1 Food Service Sanitary Code. The facility will be inspected once more before the end of the operating year to verify food prep area is clean and sanitary. All violations must be corrected or enforcement action will be taken.

Comments: Comment: The previous inspection was also involved a complaint submitted to the Health Department related to the sanitary condition of the food service facility. That inspection did verify those concerns. Though there was some improvement since the 4/19/7 inspection, this inspection does indicate cleaning is not part of routine food service operations. Lighting is poor and the facility does have a large concentration of articles not related to food preparation that impede cleaning. There has not been a significant improvement since the previous inspection. With 12 Sanitary Violations cited, the inspection rating is a "C" which requires a re-inpection within 60 to 90 days. If there is no significant improvement enforcement action will be taken. Operator needs to remove items not necessary for food preparation from kitchen; execute a deep cleaning of entire facility and implement a routine cleaning regiment to ensure a sanitary food prep setting at all times.
